President Obama’s negotiation and leadership skills with Iranian leaders in 2009 will be the main example for reference in the entire discussion. In 2009, President Obama emphasized that he would only engage in talks with the Iranians if there were no any preconditions.  This is strong negotiation skills and process supported by Obama’s foreign policy.  During the Bush Administration, the US and Iran talks were characterized by conditionality of suspension of the Iranians (Borger, 2009).
